The differences emerge only when you stress-test the same five questions: how do you handle de-identification disputes, what does delivery latency look like under load, who actually owns the lineage records, what is your BAA stance, and what happens if we have to terminate?

Do you have preferred vendors?

We maintain working knowledge of the major data brokers and aggregators but do not take vendor fees.

Can vendors see the rubric in advance?

Yes. Transparency reduces theater and produces better answers.

What if no vendor qualifies?

We say so and recommend the alternate path, direct system relationships or synthesis of partial sources.
